Job Description
- Under the direct supervision of the Deputy Protection Coordinator (PCP), the Protection Field Office contributes to the planning, implementation, monitoring, and evaluation of Protection of Civilian Population (PCP) activities.
- Participate in the analysis of the humanitarian landscape at the national level, context analysis, identification of protection problems, patterns of violations, and contribution to the PCP action in the country at the central and field levels. Further ensure internal management of allegations of violations of International Humanitarian Law (IHL) and International Human Rights Law (IHRL), during the hostilities and other situations of violence.
- Also, participate in networking and dialogue with relevant interlocutors, ensure interaction within the protection department with other departments (ASSIST, PREV, and COOP), Sub-structures, the NRCS and other external contacts.
Responsibilities
- Supports programmatic analysis and strategic thinking relevant to PCP action and response by the delegation.
- Responsible for the centralization, processing, and analysis of protection data and other PCP related information collected at the central and field levels.
- Oversees the proper entry and quality of information in the protection database and proactively analyses the information on a regular basis.
- Draft and contribute to the context analysis and environment relevant to the ICRC, monitors and assesses trends related to the conflict and protection concerns reflected in internal documentation (field trip reports, MoMs, etc.), as well as through secondary data, including open-source data, to provide timely and reliable information to guide decision-making. Shares relevant information with colleagues and reports any change in the situation.
- Collects, compiles, and interprets protection-related information and prepares written reports. Complete tasks such as research, drafting of protection notes as requested by the Deputy Protection Coordinator for PCP.
- Organizes and sometimes independently facilitates training sessions for relevant actors (internal, Red Cross Movement components, authorities, weapon bearers etc.) together with other departments (Health, FAS, COM, MOUV), as appropriate.
- Supports field staff on information entry, analysis, and works closely with the Protection Data team.
- Actively supports the implementation of the Community Based Protection methodology and assists field teams with project conceptualization, training on the methodology and guidance through the implementation steps.
- Develop collaborative approaches and a conducive environment with relevant domain expertise in-house (GIS, ProtData, WeC, WatHab, etc.) to leverage and develop the delegation’s capacity for multidisciplinary analysis and documentation.
- Ensures consistent understanding and approaches to the use of open-source information across the delegation including assessment of source reliability, basic fact-checking, and the use of external databases.
- Identifies training needs and contributes to the development and delivery of context-appropriate training materials.
Eligibility Criteria for the International Committee of the Red Cross (ICRC) Recruitment
- University Degree in the field of Law or Political Science or similar field.
- 5-6 years’ experience in Protection or close field with good understanding of relevant national and international humanitarian, human rights instruments at the national and international level, national laws and procedures, and government structure
- Experience in use of open-source information and analysis techniques to support human rights/humanitarian work and research.
- Excellent written and spoken English, and Hausa
- Applicants should have a Nigerian nationality or hold a working permit.
- Relevant work on open-source information/research on conflict environments and the impact of affected people.
- Computer literacy; proficient in Microsoft Office software skills (outlook, Excel, Power Point, Word).
- Excellent analytical skills (comprehensive analysis taking into account all possible aspects), ability and skills to summarize information in a clear and concise manner, and good writing skills.
