The U.S. Mission to Nigeria comprises of the Embassy in Abuja, FCT, and the Consulate General in Lagos. U.S. Consulate General Lagos is the Mission’s representative to the Nigerian people in the southern region.

- Periodically, job holder will be expected to travel to visit implementing partners’ offices and/or project sites to monitor progress of activities and to provide onsite technical assistance to CDC partners. Approximately, 25-30% of time will be spent on official travel.
Duties
- This position, under the supervision of the Monitoring, Evaluation and Data Analytics Branch Chief, will provide technical expertise to improve HIV/AIDS prevention programs of CDC Nigeria and the Federal Ministry of Health (FMOH).
- The incumbent serves as lead for clinical program monitoring and evaluating progress in program implementation of HIV/AIDS prevention activities conducted by CDC Nigeria and the FMOH by applying both theoretical and practical knowledge of clinical medicine, statistics, social and behavioral science, evaluation strategies, and research methodology to the design and conduct of Monitoring and Evaluation (M&E) activities.
- Incumbent will develop appropriate data management systems to monitor health objectives and indicators for HIV/AIDS prevention and treatment programs.
Qualifications and Evaluations
Education Requirements:
- MBBS (MD) or a Terminal Degree in one of the following disciplines: Public Health; Epidemiology; Computer Science, Behavioral Sciences, or Applied Mathematics / Medical Statistics is required.
- Note: NYSC Certificate or Exemption document is required.
Experience:
- The incumbent should have at least five years’ experience with chronic infectious disease prevention or treatment programs at the local, state or international levels that entailed responsibility for monitoring and the evaluation of program activities.
- Experience collaborating with host government leadership is required.
- The incumbent should also have experience in use of measurement methods required for M&E of international populations and health programs, including quantitative and qualitative research.
- The incumbent should have at least one (1) year of supervisory and one (1) year of management experience.
Job Knowledge:
- Knowledge of program evaluation strategies and techniques as well as infectious disease prevention activities.
- Additionally, the incumbent should possess expert knowledge of the application of program management and the translation of evaluation data as it pertains to the improvement of program operations, guidelines, and policies.
- Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of cooperative agreements / grants is required.
- The incumbent should have vast knowledge of the working of host government as well as its program strategies.
- Incumbent should be familiar with the health care system in Nigeria.
- Incumbent should possess knowledge and understanding of the principles of organizational management and be familiar with the work of USAID and CDC.
Evaluations:
- This may be tested. Applicants must specify level of proficiency in the language listed.
Language:
- Level IV (Fluent) speaking / reading / writing of English is required.
Skills and Abilities:
- Strong skill in providing leadership, direction, and technical expertise in the monitoring and evaluation of public health programs.
- This includes the ability to resolve independently problems related to supervision of personnel, program policy, and program operations.
- Considerable innovation will be required to influence other collaborative organizations engaged in HIV/AIDS M&E programs to adopt appropriate strategies for their program activities.
- Intermediate user level of word processing, spreadsheets and databases is required.
- The incumbent demonstrates excellent numerical skills for manipulating and reporting statistical data.
- Experience in the setting of computer software development standards, specifications, and guidelines as well as experience working within already set standards to implement IT solutions is required, including statistical and programming software such as STATA, R and Python.
- Keyboard / typing skills with speed and accuracy is required but will not be tested.
- Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to prepare required written reports.
- Ability to lead project teams and workgroups and to develop effective working relationships with national and international working partners.
- The incumbent will be expected to exercise considerable ingenuity in applying guidelines to unique and different settings as the work is highly complex and can be threatening to stakeholders.
- As a program M&E representative for CDC Nigeria / PEPFAR, the incumbent will also be expected to exercise considerable innovation during his/her attempts to influence other collaborative organizations engaged in HIV/AIDS prevention programs to adopt appropriate M&E strategies for their program activities.
