Background
- Danish Refugee Council (DRC) has had an operational presence in Nigeria since 2015. DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally.
- Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of armed violence reduction, humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria.
Key Roles
- The Risk and Compliance Manager (RCM) is responsible for supporting the Country Director (CD) with all aspects of designing, planning, and implementing the risk management strategy throughout the DRC Nigeria country programme – including the Core Humanitarian Standard (CHS), Code of Conduct (CoC), and Prevention of Sexual Exploitation and Abuse (PSEA).
This function is responsible for.
- Enabling DRC to manage risks by supporting organizational efforts to identify, assess, prepare for, and respond to risks.
- Fostering a risk management culture by institutionalizing processes and systems that embed risk management into operations and build capacity and awareness on risk throughout DRC.
- Improving organizational effectiveness by streamlining compliance practices and enabling better prioritization of support resources to highest-risk issues
Under the management and direction of the CD, the RCM will:
- Design, implementation, and monitoring of effective risk management practices (including risk-based internal controls).
- Develop and implement the various training (Code of Conduct and Anti-Fraud/PSEA) as per the action plan for all DRC Nigeria full-time, casual, and volunteer staff.
- Strengthen the existing mechanisms at DRC Nigeria and ensure that adequate measures are implemented at field level, ensuring that all beneficiaries, stakeholders, and community members understand the DRC accountability framework, Core Humanitarian Standards, Code of Conduct, and how to access the feedback, reporting, and complaints mechanisms.
- Support and manage DRC Nigeria Risk and Compliance staff, including development of a training and capacity building plan and regular field trips to provide technical support and guidance.
- Take the lead in Risk Management process e.g., identifying risks, risk assessments and updating the risk register matrix including monitoring and follow up with various risk owners.
- Conduct Spot checks on High-Risk priority areas and share improvement plan with the relevant staff e.g. Finance, HR, Procurement and Programs.
- Ensure the SOP developed is aligned with DRC Global policies and regulations and they follow basic quality principles.
- Coordination of internal audits, external audits, and donor audits. Follow up on the recommendations and action plan with the relevant stakeholders.
- Conduct Investigations as per DRC Code of Conduct Reporting Mechanism and ensuring confidentiality is maintained.
- Registrar of the intake committee convenes meetings to assess Reported Suspected Misconduct and maintain the online tracking tool.
Key Stakeholders – (Internal and External):
- DRC Nigeria beneficiaries, community leaders, and stakeholders.
- DRC Law firm.
- PDQ units, SMT (Country Director, HOSS, HOP, Area Managers), Program/Sector Managers.
- West Africa Regional Office and Headquarters CoC and Accountability focal points.
Minimum Qualification
- Interested candidate must possess a University Degree in a relevant field such as Social Sciences, Development Studies, International / Humanitarian Law, Communications or similar;
- Professional humanitarian qualifications / recognised training certificates in Accountability-related areas (CHS, PSEA, investigations, etc).
Experience and Technical Competencies:
- At least 5 years of professional experience working with humanitarian / development organizations with responsibilities for risk and compliance and/or program quality functions.
- Knowledge of relevant sectoral areas implemented by DRC Nigeria programs – including protection, Economic Recovery, WASH, Shelter and Humanitarian Disarmament and Peace Building.
- Highly developed skills and demonstrated capacity developing risk and compliance strategies and mechanisms, including implementation and training in related principles and practice.
- Advanced knowledge and demonstrated ability of principles and practices related to confidentiality, protection, and interviewing of extremely vulnerable individuals in a humanitarian context.
- Demonstrated capacity to work collaboratively in a multi-cultural environment with competing priorities, tight deadlines, and in a complex emergency context.
- Ability to live and work in an insecure and high stress environment.
Languages:
- English – fluent
- Hausa and other languages used in northeast Nigeria an asset, but not essential to the position.

General Regulations
- The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
- Employee should not engage in any other paid activity during the DRC contract period without prior authorization.
- Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period.
- Employee should not give interviews to the media or publish project-related photos or other material without prior authorization.
- Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
