The OPEC Fund for International Development is a multilateral development finance institution established in 1976. Our 12 Member Countries are:  Algeria, Ecuador, Gabon, Indonesia, the Islamic Republic of Iran, Iraq, Kuwait, Libya, Nigeria, Saudi Arabia, the United Arab Emirates, and the Bolivarian Republic of Venezuela.

We are recruiting to fill the position below:

Job Title: Admin Assistant

Location: Austria

Specific Tasks
Specific tasks will include:

  • Typing, and when necessary composing routine memos, correspondence, reports, and presentations.
  • Overseeing the preparation of all documentation to high standards of presentation and accuracy.
  • Ensuring that standard office practices and routines are functioning effectively on an ongoing basis.
  • Contacting other staff members to ensure appropriate follow-up and delivery of critical official activities.
  • Handling on a routine basis, highly confidential information in a professional manner.
  • Checking outgoing mails for accuracy and conformity with policies and specific instructions.
  • Performing other standard secretarial functions such as filing, accurate record-keeping, photocopying, handling inquiries, making meeting arrangements, all in a consistent manner with official guidelines.

Qualifications and Experience

  • Formal secretarial training from a recognized institution will be an asset.
  • Minimum of five years relevant experience, preferably in an international environment.

Skills and Competencies:

  • Extensive knowledge in the usage of office technologies, such as Microsoft Office applications (Word, Excel, PowerPoint, etc.), intra/internet as well as on-line database management.
  • Excellent verbal and written communication skills, fluency in English and German is highly essential.
  • Working knowledge of Arabic, French and/or Spanish will be an asset.
  • Ability to work independently with minimum supervision and guidance.
  • Good interpersonal, organizational and time management skills.

Job Title: Senior Accountant, Financial Operations Department

Location: Austria

Job Profile

  • The position of Senior Accountant is responsible for the maintenance of the OPEC Fund’s chart of accounts and their balances, complete quarterly accounting closing and preparation of accurate and timely financial statements in conformity with International Financial Reporting Standards (IFRS) accounting principles.

Duties and Responsibilities

  • Implements an adequate Internal Control System and supports the Director, Financial Controls in coordinating policy development
  • Updates accounting policies in line with IFRS and implements applicable new standards
  • Leads the implementation of enhancement to existing and/or new SAP-based multi-modular accounting systems
  • Oversees budget implementation and compliance, using as a reference the approved administrative budget and cost center allocation
  • Ensures internal controls are fully integrated, embedded and continuously strengthened in the reporting processes and accounting systems in accordance with business needs
  • Reviews and monitors records of all incoming and outgoing accounting and financial working documents into the General Ledger
  • Conducts reconciliation, ensuring uniformity and consistency in recording and reporting transactions
  • Performs quarterly accounting closings for financial reports
  • Produces financial statements and other financial reports, accurately and on time
  • Coordinates engagement with internal and external auditors
  • Coordinates the work of the Accounting function
  • Develops and mentors junior staff and supports personal development plans
  • Formulates solutions and recommendations, and provides central direction and control over complex theoretical and practical accounting, budgeting and reporting matters not covered by standard practice or precedent
  • Identifies improvement opportunities in all areas of accounting; initiates evaluation studies and analysis, and provides Management with recommended solutions
  • Carries out other related duties as may be directed by the Director, Financial Controls.

Qualifications and Experience

  • Master’s degree or equivalent in Accounting and Control/Business Administration, majoring in Accounting, Financial Management or other relevant fields
  • Recognized accounting certification such as CA or CPA
  • A minimum 10 years of relevant experience
  • Preferably 3-5 years of experience in an international development institution
  • Preferably a certification/diploma in financial reporting under IFRS.

Competencies:

  • Demonstrable experience in working with financial reporting and knowledge of IFRS
  • Familiarity with SAP-FI R3 ERP system
  • Fluent in English. A good working knowledge of other major languages is an added advantage
  • Excellent interpersonal, leadership, teamwork and analytical skills, as well as high level of integrity and drive for achieving results

Job Title: Officer – Policies, Risk Management Department

Location: Austria

Job Profile

  • The position of Officer-Policies develops, implements and maintains the OPEC Fund´s risk management framework comprising of policies, processes, and methodologies, and supports the development of the IT infrastructure for risk management, all in accordance with the institutional risk framework, in order to prevent, minimize, and mitigate risk. The position has no structural supervisory function/s.

Duties and Responsibilities

  • Develops, implements and maintains risk management policies, methodologies, and systems for identification, measurement, mitigation, and reporting of the risks in OPEC Fund’s operations (capital adequacy, liquidity, credit risk, market risk, operational risk, asset and liability management, and provisioning).
  • Develops and implements policies and methodologies for determining economic capital requirements and allocations, prudential minimum liquidity, and loan loss provisioning.
  • Develops and enhances risk models and methodologies for measuring various risks in OPEC Fund’s operations.
  • Develops, implements and maintains risk rating methodologies and tools for a structured credit risk analysis.
  • Ensures the consistency of rating assignments and tests the predictive power of OPEC Fund’s rating tools.
  • Provides feedback to and consults with operations departments to identify risk issues and develop solutions that satisfy the technical and business need.
  • Develops and maintains OPEC Fund’s tool for Risk-Adjusted Return on Capital (RAROC) pricing of credit transactions.
  • Advises on risk policy and methodology matters.
  • Supports IT projects and other specialized projects to meet risk management requirements.
  • Researches and analyzes various matters related to risk management to ensure alignment of OPEC Fund’s risk policies and methodologies with industry best practices.
  • Assists in the preparation of quarterly and annual risk management reports.
  • Carries out other tasks assigned by the Director, Market Risk, Operational Risk & Policies (MOP).

Requirements
Education and Experience:

  • Master’s degree in Accounting / Commerce / Finance / Economics or equivalent professional qualification
  • Minimum of 7 years of banking/ risk management experience
  • Preferably 2-3 years of experience  with international banks or multilateral development financial with focus on development of risk policies, methodologies, and IT systems
  • A professional financial or risk management qualification is an added advantage

Competencies:

  • Demonstrable knowledge of risk management concepts and principles in the context of multilateral development financial institutions, covering capital adequacy, liquidity, credit risk, market risk, operational risk, asset and liability management, and provisioning
  • Good knowledge of credit  rating and pricing methodologies
  • Good understanding of lending and investment practices, banking products, and rating agency methodology
  • Demonstrable understanding of the application of risk management methods to information technology and vice versa
  • Fluent in English. A good working knowledge of other major languages is an added advantage
  • Strong interpersonal, teamwork and analytical skills, as well as high level of integrity and drive for achieving results;

Job Title: Lead Compliance Officer

Location: Austria

Job Profile

  • The Lead Compliance Officer reports to and assists the Senior Director, General Counsel in identifying, prioritizing, and assigning accountability for managing potential threats related to regulatory or policy non-compliance- or ethical misconduct- that could lead to fines or penalties, reputational damage,.
  • The position monitors and ensures compliance with internal rules and regulations at all levels in accordance with relevant institutional frameworks, in order to foster an ethical culture and an environment of high integrity in the interactions amongst staff and stakeholders of the OPEC Fund.

Duties and Responsibilities

  • Formulates an annual compliance program, which includes identifying areas for compliance review and creating awareness of the importance of compliance and the risks of violations
  • Coordinates the OPEC Fund Compliance Function and manages compliance risk, which includes the risk of legal or regulatory sanctions, material financial loss or loss to reputation that the OPEC Fund may suffer as a result of its failure to comply with law, rules, regulations and standards
  • Ensures institutional compliance with laws and regulations in every aspect, including governance, internal structure, decision-making processes, principles of procurement and principles of corporate social responsibility, access to information policy, sustainability reporting and adherence to internal instructions
  • Ensures operational compliance in every aspect, including compliance with guidelines on Know Your Customer (KYC), Anti-Money Laundering, terrorist financing and tax evasion, as well as compliance in relation to the development of new products or business practices. This also covers assessing integrity risks related to projects financed by the OPEC Fund and to stakeholders that the OPEC Fund works with, including entities responsible for the implementation of projects financed by the OPEC Fund
  • Monitors professional conduct compliance in every aspect and investigates violations relating to conflict of interest, insider trading and compliance with the Codes of Conduct established for the Board, Management and Staff
  • Ensures compliance with regulatory regimes, particularly in respect of the borrowing program, including reporting requirements, relevant market regulations, and related administrative tasks to avoid liabilities
  • Conducts periodic compliance review in accordance with an approved annual work plan and provides specialist guidance on the required action-plans for addressing significant deviations identified in the review, resolving complex or contentious queries and issues; and enabling others to take appropriate actions
  • Liaises with peer institutions to regularly identify best practices that could inform the review and update of OPEC Fund internal and external integrity policies
  • Works with external stakeholders (authorized officials of partner countries/institutions, law firms and other counterparties) and internal stakeholders (OPEC Fund departments/units) Carries out other tasks assigned by the Senior Director, General Counsel that are related to the job function.

Qualifications and Experience

  • Master’s degree in Law and admission to the Bar or equivalent
  • Minimum 10 years of relevant professional experience, including five years at a senior level
  • Preferably up to two years of experience at an international development finance institution/ international law firm.

Competencies:

  • Ability to independently manage the Compliance Function, contribute to the development of the work program,  conduct compliance reviews and monitor the implementation of agreed action plans
  • Ability to coordinate a complex range of activities with a view to achieving departmental objectives
  • Fluent in English. A good working knowledge of other major languages is an added advantage
  • Excellent interpersonal, leadership, teamwork and analytical skills, as well as high level of integrity and drive for achieving results

Job Title: Talent Acquisition Specialist

Location: Austria

Job Profile

  • The Talent Acquisition Specialist manages the recruitment process and delivery of a major part of the institution’s attracting, sourcing, selecting and hiring of top talent activities, in line with the existing HR strategy and policies and the OPEC Fund objectives, to ensure that the OPEC Fund meets business requirements and is recognized as an Employer of Choice. The position has no structural supervisory function/s.

Duties and Responsibilities

  • Leads analysis of business needs and labor market developments and coordinates with departments to identify staffing needs and selection criteria
  • Identifies job descriptions and manages the interview process
  • Uses standardized screening techniques, assesses the skills, qualifications and experience of potential candidates
  • Provides feedback and advice to management about details regarding applications
  • Works closely with management on all diversity initiatives involving recruitment to ensure fairness in hiring practices
  • Focuses on Employer branding to ensure that the OPEC Fund is recognized as an Employer of Choice
  • Ensures proper on-boarding for new hires and the necessary administrative work is completed promptly and accurately
  • Uses various methods to recruit and network with potential candidates including social media platforms, networking events and job fairs
  • Sources potential candidates through online channels (i.e., professional networks and social platforms)
  • Forecasts quarterly and annual hiring needs by department
  • Designs and maintains effective relationships with the Lead HR Business Partners and external search parties
  • Fosters long-term relationships with past applicants and potential candidates screening calls, assessments and in-person interviews
  • Coordinates with stakeholders to incorporate all metrics into all talent acquisition systems
  • Carries out other tasks assigned by the Director, HRP&P Unit.

Qualifications and Experience

  • Master’s degree in Business Administration / Human Resource Management or other relevant fields
  • A minimum of five years of relevant professional experience
  • Preferably 2-3 years of experience in an international development institution.

Competencies:

  • Good knowledge of Talent market intelligence and modern technology and methods of sourcing
  • Demonstrable knowledge of and experience with the whole talent acquisition cycle and in talent assessment of knowledge, skills and abilities
  • Demonstrable skills in cultivating and maintaining relationships across jobs, industries, personality types and with internal & external stakeholders such as search firms and other related vendors
  • Demonstrable project management skill
  • Fluent in English. A good working knowledge of other major languages is an added advantage
  • Demonstrable ability to work in an international multi-cultural environment, with sensitivity and respect for diversity.
