Project HOPE Nigeria (otherwise referred to People-to-People Health Foundation Nigeria) is a registered non-profit, non-governmental organization working in Nigeria in areas of HIV & AIDS, Tuberculosis, OVC, RMNCAH & Malaria intervention services.

We are recruiting to fill the position below:

Job Title: Regional Knowledge Management, Learning and Monitoring and Evaluation (KLM) Officer – Africa

Location: Nigeria
Employment Type: Full-time

Position Summary

  • Project HOPE leads and implements global health programs in international health and humanitarian assistance as well as domestic public health issues in the United States.
  • Project HOPE prides itself in ensuring that every project that is given an opportunity to implement has a parallel system in monitoring and evaluating as well as improving the programming by adapting findings during the process of implementation to improve indicators to achieve the goals of the program.
  • Additionally, Project HOPE believes in the need to document program progress, to account for impact of intervention provided during program implementation, to document and address underperformance of programs and to be very innovative as an international NGO in our implementation and reporting to donors.
  • The Regional KLM Officer will support implementation of Project HOPE KLM standard operating procedures (SOPs) and best practices across programs within the Africa portfolio. The Regional KLM Officer will liaise directly with Project HOPE country offices and program staff as well as the HQ Technical Unit and the Global Health Africa Team.
  • In coordination with the Technical Unit and Africa Team, the Regional KLM Officer will contribute to the following at the country and regional level: strengthening of Project HOPE’s M&E system; improvement of information management and data quality; and strengthening knowledge sharing and learning across the organization and with the international health and development communities.
  • The KLM Officer will coordinate directly with the country teams and M&E focal points to provide technical guidance and support implementation of strong KLM procedures from start to finish across all programs, including but not limited to: development of indicators and indicator tracking tables for programs, program monitoring, data quality assurance, baseline and endline evaluations with emphasis on impact reports. The KLM Officer will also lead KLM assessments with Project HOPE country offices in Africa, both existing and new, as necessary to help identify gaps in KLM and to develop and implement recommendations to strengthen and align practices across the region. Regional KLM Officer- Africa will support the country teams in the robust implementation on the KLM System in the region to ensure the goals of programs being implemented are achieved.
  • Regional KLM officer will contribute to information and reporting processes and products to ensure professional, high- quality communication about Project HOPE’s programmatic activities and results.
  • The KLM Officer will contribute to the full-cycle monitoring and evaluation of Project HOPE’s programs, developing appropriate methodologies and tools to design evaluations.

Principal Responsibilities

Knowledge Management and Learning:

  • Develop Knowledge Management and Learning mechanisms and processes for response while ensuring these mechanisms are in line with Project HOPE’s guidelines
  • Establish basic learning systems that incorporate response studies’ findings, lessons learnt, achievements and gaps, and develop all the tools required to support learning practices
  • Organize internal reviews and lessons learned workshops and present practical recommendations
  • Support country/project teams to ensure after-action reviews and lessons learned exercises, including data collected through Community-Based Feedback and Response Mechanism (CBFRM) and other participative forms of community engagement and feedback collection
  • Promotes/proposes solutions and dashboards for elevating findings and data for decision-making that can further strengthen programmatic quality
  • Co-leads and participates in developing & disseminating technical abstracts, articles, conference presentations & strategy papers.
  • Contribute to the development and review of donor reports as well as scientific reports and abstracts for publications.

Policies, Guidelines, and Procedures:

  • Contribute to development and mainstreaming the Global KLM Guidelines across all related  KLM activities at the field level and ensure the guidance notes for monitoring, evaluation, research, and accountability are applicable for Africa teams and programs.
  • Contribute to the development of guidance and standards methodologies for the collection and analysis of data to allow for comparison and aggregation across time and the different projects
  • Support in mapping and detailing the navigation, selection, application, and adaptation of existing guidelines, tools, and templates at the relevant stages of the global health and humanitarian response project cycle
  • Provide technical assistance in defining relevant qualifications for design and implementation of monitoring systems and the acquisition of Third-Party Monitoring contracts as it relates to Project HOPEs portfolio.
  • Contribute to mainstreaming the Global Emergency Response Guidelines across all related emergency response activities at the country level and ensure the guidance notes are functional and applicable.
  • Contribute to the implementation guidance and standards on the collection and analysis of data to allow for comparison and aggregation across time and the different projects.
  • Coordinate with the Africa Team on supporting country teams on the adherence to and implementation of donor KLM requirements, including reporting and submission of datasets.
  • Ensure compliance with donor rules and regulations for KLM and mandatory indicators, in development, emergency or humanitarian portfolios adapting to country needs and context.
  • Provide technical assistance to Project HOPE country level staff to design and implement monitoring systems for humanitarian response, early recovery, risk reduction, and resilience programs.

KLM System:

  • Contribute to the institutionalization of a global health projects adapting to development, humanitarian and/or emergency response frameworks, supporting an information system that will allow for tracking of key implementation indicators and ongoing use of program monitoring data to inform and strengthen program strategy and increase impact.
  • In coordination with the relevant teams, the KLM Officer will support the establishment of a reliable participatory KLM framework to ensure quality in all country projects
  • Collaborate with the countries’ information, communications, and telecommunications (ICT) team to develop and maintain the KLM technology system, including updating, troubleshooting, and promptly addressing all problems as they arise
  • Conduct regular site visits or when required to monitor service provision and ensure data quality
  • Consider UX (user experience) in all methods and SOPs to aim for high adherence by users of data collection mechanisms, monitoring tools or other platforms/ digital solutions.
  • Develop checklists and other tools for humanitarian assistance programs to improve capacity of field level staff.
  • Develop the capacity of staff to implement monitoring and evaluation requirements, as it relates to all Project HOPE programs
  • Support the design in KLM procedures and operating plans for global health and humanitarian response projects at country level and identify/develop harmonized data collection tools involving the different stakeholders (project team, partners)
  • Contribute to ensuring that accountability to affected populations (AAP) data is collected routinely throughout the project cycle, enabling evidence-based programming and corrective action
  • Promote qualitative and quantitative data collection methods in AAP initiatives
  • Support the development of data gathering strategies and harmonize data collection, analysis, and reporting flows for projects in country

Data Management and Country Oversight:

  • Assist country/project team to develop strategies for assessing the quality of collected data for the indicators and manage tools and methods for assessing data quality for all indicators
  • Support country/project team to organize the planning for project data quality audits and monitor and coordinate routine data quality audits conducted in different sites, compile results at the level of a project and develop actions plans to implement corrective measure
  • Participates in developing & disseminating technical abstracts, articles, conference presentations & strategy papers.
  • Propose impact reporting methods and formats for quick analysis of programs and portfolios.
  • Review and edit performance data and reporting materials; provide feedback to awardees or contractors as appropriate, and upload data to databases as requested by the Regional team and M&E Director.
  • Analyze quantitative and qualitative data as tools in assessing program performance; discerning lessons learned, and making recommendations for improved outcomes.
  • Synthesize evidence and best practices into written and oral learning products, including training materials, to build capabilities of staff
  • Supports roll-out of new MEARL strategies and technology
  • Support in the training and supervision of data gathering of internal performance evaluation and design and synthesize the findings from participative evaluation techniques
  • Develop guidance and standards methodologies for the collection and analysis of data to allow for comparison and aggregation across time and the different projects
  • Support country/project team on conducting qualitative and quantitative statistical analysis including descriptive (univariate and bivariate data analysis) and develop spatial data models and maps
  • Contribute to the development and review of donor reports as well as scientific reports and abstracts for publications.

Regional Business Development, Project Design and Planning:

  • Prepare M&E sections for new business proposals, including developing the M&E narrative, indicators, PITT tables within identified proposals
  • Provide technical assistance and support at global health and emergency response project start-up including the creation of KLM plans that align with workplans, reviewing indicators as required by both Project HOPE and donor standards, and supporting country teams for timely and efficient project start.
  • Contribute to the design and coordination of needs assessment and situation analysis through various approaches (e.g., direct data collection, secondary sources, problem tree analysis, SWOT analysis) and ensure that needs assessment and project design are linked
  • Works with projects to ensure that all KLM related products developed during the duration of the project are handed over to the country/ regional and HQ offices. These may include databases, sample tools etc.
  • Works with the projects to ensure that all KLM related tools/supplies are handed off to the regional/ country and/or HQ offices. These may include tablets used for data entry and others.
  • Support country/project team with developing the results framework, theory of change, log frame and KLM plan including indicators for existing and new projects
  • Contribute to the identification of budget/resources needed for KLM activities of projects
  • Works with the country/project teams to create a project dashboard on an institutionalized KLM system and input project indicators
  • Develops/Reviews all data collection tools as requested by country teams and that country team has access to all necessary databases.
  • Other duties as assigned.

Minimum Qualifications

  • Master’s-level or a Higher Degree in Social Sciences, Public Health, Statistics, Emergency Response or International Development, with experience or background in KLM, epidemiology, public health, and health information management
  • Minimum of five (5) years of applied experience in designing, implementing, and overseeing monitoring and evaluation tasks for a global or public health organization and or emergency response organization.
  • Demonstrated capabilities in capturing programmatic successes
  • Excellent skill and experience in data review, interpretation, and visualization
  • Skill with KLM approaches for key donors such as USAID GH, USAID BHA, CDC, ECHO, EU, DfID, UN,
  • Experience in database design and other tools for information management such as DHIS2 and CommCARE as well as mobile data collection tools.
  • knowledge in use of qualitative and quantitative software for data analysis as well as visualization tools such as SPSS, STATA, SAS, Atlas, MAXQDA, Tableau, and Power BI
  • Demonstrated experience in teamwork and building staff capacity within complex programing
  • Demonstrated success with acceptance of publications in peer reviewed journals and abstracts/presentations to relevant international and regional scientific conferences

  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”

Remuneration

  • Salary starts at $56,000 USD per year. Compensation for the role is dependent on several factors including a candidate’s qualifications, skills, and experience. Project HOPE offers comprehensive benefits as part of the total compensation package including health, dental, vision and life insurance, 403(b), paid leave, and much more.
