Job Title: USAID Senior Acquisition and Assistance Specialist (Current Mission Employees only) (72062022R10004)

Qualifications and Evaluations
Requirements:

  • Physical Demands: The work requested does not involve undue physical demands.
  • Education Requirements: Master’s degree in Business Administration (MBA), Political Science, International Relations, Social Sciences, or related field is required. Specialized training in USG acquisition is desired.

Evaluations:

  • Applicants who clearly meet the minimum Education, Experience and basic eligibility requirements will be further evaluated based on scoring of the Evaluation Factors listed below. The highest-ranking applicants may be selected for an interview:
    • Knowledge: 25 points
    • Skills and abilities: 10 points
    • Communication & Language skills: 5 points
    • Interview Performance (Written/Oral): 60 points
    • Total Possible Points: 100 points

Applications that do not meet the required minimum qualifications will not be scored. Candidates meeting the required qualifications for the position will be evaluated based on information presented in the application. USAID reserves the right to conduct interviews with the top ranked short-listed candidates. If the interview is conducted, the interview will be one of the determining factors in the final selection.

Reference checks will be made only for the successful candidate. If a candidate does not wish USAID to contact a current employer for a reference check, this should be stated in the application letter.

Qualifications
Prior Work Experience:

  • Minimum of 7 years of progressively responsible, professional acquisition and assistance experience is required. At least 5 years of them must be in a procurement capacity with USG.

Job Knowledge:

  • In-depth knowledge of USG acquisition and assistance procedures and detailed understanding of Federal Acquisition Regulations, practices and procedures and Mission’s strategic plan; and highly detailed understanding of: Analyzing and organizing large amounts of detailed information such as cost issues/factors and contract types, as relates to requirements; Knowledge of the organizations interested in and capable of performing USG contracts, grants and cooperative agreements; Knowledge of local procurement laws/policies; etc. is required.

Skills and Abilities:

  • Ability to work with minimal supervision is required. One-year mentoring experience; Highly detailed understanding/application of negotiation techniques and cost and price analysis; High level analytical skills and sound judgment to select appropriate A&A is required

Language Proficiency:

  • Level 4 (advanced professional proficiency) English both oral and written, is required.

Taxes:

  • The Mission emphasize to its employees of the fact that they are obliged to observe Nigerian Laws, including those concerning income and related tax obligations.  Payment of such taxes is a matter between the individual employee and the Nigerian Government. In the absence of a specific international agreement, the U.S. Government will not withhold local taxes from an employee’s salary.

Salary
NGN17,733,456 – NGN26,496,574 Annually.

  • Incumbent performs inspections, installations, preventative maintenance, and emergency repair of unclassified technical security, counterterrorism, and life-safety equipment deployed by Diplomatic Security (DS) at U.S. diplomatic missions overseas.
  • Studies and make recommendations for ways to improve the effectiveness of the security systems at U.S. diplomatic missions in the Engineering Services Office (ESO) LAGOS including constituent posts.

Qualifications and Evaluations

Requirements
Experience:

  • Minimum of five (5) years of hands-on field experience in major repairs and installation of electrical and heavy-duty mechanical equipment, CCTV, public address, AVBCS, reading and interpreting architectural and engineering design drawings is required.

Job Knowledge:

  • Knowledge and/or experience in installing, troubleshooting and repairing electrical and electronic systems is required; hydraulic and/or pneumatic equipment; in working with different types of steel, concrete and masonry wall construction, anchors and bolts is required. Must be able to use knowledge and skills to rectify problems associated with security equipment independently.

Education Requirements:

  • Completion of High School is required.

Evaluations:
